Due to the immanent nature of aviation hazards, the industry has developed a structured approach to safety, referred to as safety management systems (SMS), by international standards and regulatory entities. Providers and regulators of aviation services are able to utilize SMS to integrate modern safety risk management and safety assurance concepts into duplicable, dynamic systems. However, aviation organizations continue to grapple with stipulating and exercising effective fundamental ground rules on a consistent basis. The purpose of this research project is to identify challenges associated with development and implementation of SMS within aviation organizations. The research will look in to and discuss the following fields of SMS: safety challenges, organizational policy, risk management, assurance, promotion and prevention.
