Developing Policy Document for California English Language Learners

Develop a policy document for your school that describes state and/or national requirements and procedures for identification, reclassification, and exit of students from ELL programs.
A. Locate your state’s requirements for assessing students for identification, reclassification, and exit from ELL programs. (If state requirements do not exist, use national requirements. These may be found at the official federal and state Department of Education Web sites.)
1. Attach a copy of your state’s requirements when you submit your assignment.
2. Describe (suggested length of 1–2 pages) how ELL students are placed or reclassified within ELL programs based on these requirements.
3. Discuss (suggested length of 1–2 pages) how these are similar to and different from national requirements. (If state requirements do not exist, discuss the lack of state requirements and discuss the national requirements.)

B. Make a clearly labeled three-column table listing the requirements for your state. (If state requirements do not exist, use national requirements.) Your table should include the following columns:
1. Column One: List the state (or national) requirements.
2. Column Two: List at least three procedures an ELL teacher needs to follow.
3. Column Three: List at least three specific instruments used to test for placement, reclassification, and exit from ELL programs.
C. Discuss (suggested length of 1–2 pages) the family’s role and rights in program decisions for ELL student placement.
1. Be sure to discuss the ELL parent who does not speak English.
D. When you use sources, include all in-text citations and references in APA format.
